Services with over 500,000 UK users will be classified as ‘Tier 1’ and must comply with Ofcom’s rules regarding impartial news reporting and the management of harmful content.

This regulatory shift reflects a significant change in viewing habits, as more people now prefer streaming services over live television. Approximately 85% of UK audiences use on-demand services monthly, compared to 67% who watch live TV. The new regulations aim to enhance audience protection, particularly for children and vulnerable groups, ensuring that streaming platforms are held accountable for their content and accessibility standards.

What’s Next

As the Department for Digital, Culture, Media and Sport (DCMS) prepares to lay secondary legislation, Ofcom will gain the authority to accept viewer complaints and investigate streaming platforms, similar to its current role with broadcast television. This move is expected to level the playing field between traditional broadcasters and streaming services, ensuring that all major platforms meet the same regulatory standards.
