This includes major platforms such as Netflix, Amazon Prime Video, and Disney+, as well as public service broadcasters like ITVX and Channel 4. The new legislation mandates that these services comply with existing content and accessibility standards similar to those required of traditional broadcasters.

Approximately 85% of the population engages with on-demand services monthly, highlighting a significant transition in media consumption. Under the new regulations, any VoD service with over 500,000 users will be classified as a ‘Tier 1’ service, subjecting them to Ofcom’s oversight. This will empower viewers to lodge complaints regarding content violations, similar to the existing mechanisms for traditional broadcasters.
