Portugal’s Electoral System Faces Calls for Reform

Portugal’s electoral system, largely unchanged since the Carnation Revolution of 1974, is facing increasing scrutiny as citizens advocate for reform. With a Party List Proportional Representation system that does not allow voters to express preferences for individual candidates, many believe it is time for a change.

Currently, Portugal’s electoral districts align with eighteen administrative districts, but smaller districts face challenges due to a limited number of available seats. The initiative for reform, known as the IPP, aims to engage the public through focus groups and seminars across the country. As part of this effort, the project seeks to launch a Citizens’ Legislative Initiative in parliament, which would require the backing of twenty thousand signatures.

As one advocate noted, “The project argues that democratic renewal in Portugal requires revisiting and reforming how representatives are elected.” This sentiment reflects a growing desire among citizens for a more participatory and representative democracy.

Moreover, the call for electoral reform is seen as both a means and an end of democratic renewal. Advocates believe that changing the electoral system could reinvigorate public trust and engagement in the political process.
