Care home residents can still qualify unless they receive certain benefits and lived in a care home for the entire qualifying period. Experts emphasize that while the increase in payments is a positive step, the tightening of eligibility criteria may leave some vulnerable individuals without the necessary support. “You will not be eligible if you live outside England and Wales,” warns the DWP, underscoring the importance of residence in determining eligibility.

Moreover, pensioners with an income exceeding £35,000 will face recovery of their Winter Fuel Payment through PAYE or Self-Assessment, which could further complicate financial planning for those affected. “If you earn more than £35,000 in a year, including from the state pension itself, you will not be eligible to keep it and will need to hand the money back to HMRC in tax instead,” the DWP states.

As the qualifying week approaches, set for 21 to 27 September 2026, many are left wondering how these changes will impact their winter preparations. The DWP assures that any money received will not affect other benefits, providing some reassurance to those who rely on multiple forms of support.
